103rd General Assembly
Expands access to full day kindergarten in Illinois. Requires that Illinois school districts offer full day kindergarten by the 2027-28 school year; provides a ramp to support them in doing so.
Protection Against Child Exploitation: Would modernize various laws that keep children and people with disabilities safe from sexual exploitation by updating and expanding definitions and offenses.
Improves pay equity by leveling the playing field for job seekers. Requires employers with 15+ employees to post pay range and benefits in job listings.
Supports our first responders. States that public safety employees fatally or catastrophically injured in the line of duty and their families must be given a choice of any health insurance plan available to current employees, rather than only the basic plan.
Public Safety Pensions: Would allow municipalities to fund pensions for police officers and firefighters through their municipal hotel operators' occupation or use tax.
Protecting Survivors: Would protect survivors of gender-based violence from retaliation when they speak up about their experiences.
Public Transit & the Environment: Would ensure that we keep energy goals at the forefront as we look toward the future of public transit.
Creates a new Department of Early Childhood to streamline and consolidate EC services under one agency.
Improves access to nutritious food across the state. Creates a grant program to incentivize independent grocery stores (who must offer a variety of fresh products, e.g. produce, meat, & dairy), to open in food deserts.
Supports parents' right to have a voice in their children's education. States that a school board must hold a public vote at a school board meeting before adopting a district-administered assessment.
Permits the Department of Public Health to suspend the license of an EMS professional statewide if that professional is under investigation in one EMS jurisdiction and there would be a danger in having them work as an EMS anywhere else while that investigation is pending.
Creates a task force to develop a model for family recovery plans to encourage pregnant women with substance use disorders to seek out and stay in both treatment and prenatal care.
Commissions a study of our property tax system using objective third-parties to determine how we can better approach the assessment, levy, and appeal process.
Allows the Department of Juvenile Justice to use non-interest bearing accounts for the funds of youth in custody where the interest earned would be less than $1.
